Some years ago, electronic learning (eLearning) within IT was seen as the solution for the increasing demand for further education and training in business and public administration. Today we recognize that eLearning is not automaticly associated with active and successful learning. Rather, eLearning systems, the learning content and support by tutors have to be adapted to the particular target audience. Thus, the introduction of eLearning training measures has to be integrated into the overall conceptual design for changes in further education and training in public administration. The sphere of law is often a difficult area for using eLearning. Simple strategies on the development and establishment of complex eLearning platforms under the criteria of didactical efficiency, to teach and learn, to communicate and to give instructions in a simple supported way via the internet are needed. Lifelong learning has to concentrate on conditions of everyday business situations and should be electronic, but supported via the internet in work within the organizational units. If a real increasement in acceptance by all participants and in efficiency of such electronic training programs is supposed to be achieved, then eLearning has to be developed in a simple way and under the criteria of didactical efficiency for the roles of all participants. Teaching objectives should be arranged easily by the author into learning steps for the learners. We will show this for law and eGovernment content with a platform called “SuDiLe”, which stands for Supported Distance Learning and is based mainly on open source software.
